Eligibility Criteria

To be eligible for the Google scholarship program, you must be an undergraduate or master’s student or an early-stage PhD student (at the beginning of your thesis) or a professional.

Administered by the Research Grants Council (RGC) of Hong Kong, the programme will enable 400 international candidates to pursue a full-time research PhD at one of the eight participating universities in Hong Kong.

The core funding package provides an annual stipend of HKD 344,400, equivalent to HKD 28,700 per month, together with an annual allowance of HKD 14,400 for conferences and research-related activities, for a period of up to three years. Applicants of all nationalities are eligible. The initial application to the RGC must be submitted no later than 1 December 2026 at 12:00 noon, Hong Kong time (GMT+8).

Meeting this first deadline alone is not enough. After receiving their HKPFS reference number, applicants must also submit a complete PhD application directly to their chosen university or universities. For the 2027-2028 cycle, these university applications must reach the institutions no later than 1 December 2026 at 23:59, Hong Kong time.

Applicants must nevertheless meet the PhD admission requirements set by their chosen university and programme. These academic requirements are not standardized across the HKPFS.

Which research fields are covered?

Successful applications are divided between two broad selection panels:

• Sciences, medicine, engineering and technology ;
• Humanities, social sciences and business studies.

This division covers a very broad range of disciplines. Actual eligibility, however, depends on the availability of a corresponding PhD programme at one of the eight universities and on that programme’s admission requirements.

Do you need to find a supervisor before applying?

Prior approval from a supervisor is not a universal requirement imposed by the RGC for submitting the initial HKPFS application.

Requirements then vary depending on the university, department and PhD programme. Some programmes strongly encourage applicants to identify a researcher whose work aligns with their proposed project, while others may impose a specific procedure.

Applicants should therefore check this requirement on the relevant programme page rather than assuming that finding a supervisor is an identical step across all eight universities.

How to apply for the HKPFS 2027-2028?

The process involves two separate and mandatory applications. An initial application to the RGC that is not followed by a complete application to the selected university will not be pursued.

1. Choose up to two PhD programmes

Applicants may select no more than two programmes in total. These may be:

• at a single university ;
• or at two different universities.

The choices must be ranked in order of priority.

This ranking matters. If two universities nominate the same applicant, the RGC will process only the nomination from the institution listed as the applicant’s first choice.

2. Submit one initial application to the RGC

Applicants must complete the initial application through the Hong Kong PhD Fellowship Scheme Electronic System (HKPFSES).

This step must be completed before 1 December 2026 at 12:00 noon, Hong Kong time (GMT+8). Only one initial application is permitted per applicant. Submitting multiple initial applications may result in the disqualification of all related HKPFS applications.

3. Keep the HKPFS reference number

After the initial form is submitted, the system assigns the applicant an HKPFS Reference Number. For the current cycle, reference numbers begin with the format PF26-xxxxx. This number is essential: it must be included in the complete applications submitted to the chosen universities. If an applicant submits a university application without providing their HKPFS reference number, the university may process it as an ordinary PhD application rather than an HKPFS application.

4. Submit a complete application to each chosen university

After submitting the initial RGC application, applicants must go to the relevant university’s admissions portal and submit a complete PhD application. For all eight institutions, the published HKPFS deadline for this second submission is 1 December 2026 at 23:59, Hong Kong time.

Documents to prepare

The HKPFSES used for the initial RGC application is relatively brief. It mainly collects personal information and the applicant’s university and programme choices. Detailed academic documents and supporting materials are mainly requested as part of the universities’ full applications. The required documents vary depending on the institution and PhD programme selected.

Depending on the programme, the application may require academic transcripts, degree certificates, language test results, a research proposal, CV, academic references or other documents. Applicants should rely exclusively on the list published by their university for the 2027-2028 cycle.

Application fees

The Research Grants Council does not charge any fee for the HKPFS application. This free application does not automatically extend to the university application. Institutions may charge their own application or processing fees. These are separate from the RGC and must be checked directly with each university.

How are fellowship recipients selected?

The HKPFS selection process begins with nominations made by the universities. Shortlisted applications are then reviewed by one of the two panels corresponding to the applicant’s research field.

Academic excellence is the primary selection criterion. Experts also assess:

• research ability and research potential ;
• communication skills ;
• interpersonal skills ;
• leadership.

Universities may conduct interviews as part of their assessment and nomination process.
